Dear investors!
Today Kemerovo city is one of the largest municipalities in Western Siberia. In proximity to Kemerovo there
are such towns as Topki, Berezovsky, AnzheroSudzhensk, Leninsk-Kuznetsky. Despite of city’s
youth, Kemerovo has firmly occupied a central place
in scientific, cultural, industrial and business life of
the region.
Kuzbass Capital combines a number of factors that
facilitate investments reliability, enable successful projects implementation that include innovation, high-tech
services.
At the territory of the city there is a Kuzbass technopark – a key element of innovation infrastructure of
the Kemerovo region. Also there is a variety of industry
research institutes.
Broadest educational base allows investors to not

1.1. Geographic location
Kemerovo city is at a distance of 3482 km from
Moscow city. It’s located in the south-east of Western
Siberia, in the center of the Kuznetsk Hollow, in the northern part of Kuznetsk coal basin, on both banks of the Tom
river middle reach where the Iskitimka river inflows.
Geographical coordinates of Kemerovo city are –
55° 14’ N and 86° 07’ E.
The territory of Kemerovo city is located within the
limits of steeply sloping to rolling plains of the northern
Kuznetsk Hollow, in the forest-steppe zone in the southern part of Western Siberia.
Geographically, the territory of the city is an elevated steeply sloping plain with relatively shallow river valleys.
Within the territory of the city the Tom river valley has an asymmetric structure: the right coast is steep
and tall, it is a hilly plain with a smooth transition to wide
cloughs and steeply sloping plain with distinct logs; left
coast is lower and flatter, it is elevated ridgy plain with a

broad, flat watersheds alternating with relatively shallow
river valleys and meadows.
The climate is strongly continental, characterized
by long cold winters and short, but enough warm summer.
The warmest month is July, the average temperature is 18.4 ° C and a maximum is + 38 ° C, The coldest
month is January. The lowest temperature in winter is
- 55 degrees. Winter in Kemerovo city lasts 5 months
with strong frosts. Spring has short duration - 1.52 months. Summer is short; autumn is dry, usually
with freezing.
Average annual precipitation is uneven. Most of
precipitation falls in the period from June to September.
Southern and south-western wind directions prevail.
Average annual relative humidity is 77%, duration
of sunshine per year in Kemerovo region is 1722 hours,
number of days without the sun - 90.

The climatic conditions of the city and its surroundings are generally favorable for living and recreation.
1.2. Natural resource potential
Soil. Alluvial-meadow soils are widespread at river valleys, they have good fertility, provided enough by
phosphorus and potassium. These soils are used mainly for hay and pasture. Adequate moisture in most of
the Kemerovo region, significant vegetation period with
extended sunshine, the diversity of soil and amendment
of mineral and organic fertilizers provide a successful diversified farming areas - growing of cereals and vegetables,
potatoes, livestock development, beekeeping and gardening.
The depth of soil freezing: average - 139 cm, maximum - 263 cm. Sustainable frost starts on November 1st,
the complete thawing is on May 24th.
Recreational potential of the city is represented
by a pine forest on the right bank of the Tom river (there
are opportunities for recreation, winter sports), as well
as island and beaches on the Tom river, where the citizens have a rest in the summer.
Water resources. The city is located along the
banks of the Tom river. The average speed of the river on
plains - 0.4 m/sec., and at the shallows - up to 1.75 m/sec.
The average slope of the river at the Kuznetsk Hollow is
22 centimeters per kilometer.
The nourishment of river is mixed: rain makes 25 - 40%,
snow - 35 - 55% and ground water - 25 - 35%. The average
duration of ice cover - up to 160 days (from early November to
late April). Flooding on Tom observed in May and June. The
amplitude of the fluctuations in the level of water in the spring
tide varies from 1 to 8 meters. The average annual flow of the
Tom river in Kemerovo is 1100 cubic meters per second, it is almost twice higher than that in Novokuznetsk.
Minerals. Main mineral product for decades - coal.
Availability of raw materials (coal, refractory clay, limestone, crushed stone, gravel, forests), favorable industrial area, river, railway communications led to the creation
of a powerful energy-chemical complex.

1.3. Administrative-territorial structure
Administratively Kemerovo is divided into right
bank and left bank by the Tom river.
At present, Kemerovo city includes 5 inner city
areas, as well as four residential areas (r.a.), the historically established on the site of coal mining: Yagunovsky,
Promyshlennovsky, Kedrovka, Pioneer and new building
satellite town - Lesnaya Polyana, the settlement of which
is initiated in 2008.
At the left-bank part city has Zavodsky, Centralny, Leninsky districts and r.a. Yagunovsky, Pioneer;
right bank includes: Rudnichny, Kirovsky districts,
r.a. Kedrovka and Promyshlennovsky, a satellite town
Lesnaya Polyana.
Structure of local government in Kemerovo city defined by the City Charter adopted by the Kemerovo City
Congress of People’s Deputies ( judgment of 24.06.2005,
№ 253), and includes the following elements:
1. Kemerovo City Congress of People’s Deputies
is an elected collegiate authority of the municipality,
which has the right to represent the interests of the
population and to take decisions on its behalf, operating
in the city.
2. The head of Kemerovo city – an elected administrative official in charge of the implementation of the
local government activities in Kemerovo city.
3. The city Administration is the executive and
administrative authority of municipality. It has powers to solve issues of urban values and powers to ex-

cultural center of the Kemerovo region, junction of highways and railway lines. The city has an international airport. Highway of federal importance - M-53 Moscow Irkutsk and railroad Topki - Barzas of West Siberian Railway go through Kemerovo city. Kemerovo railway station is connected with Trans-Siberian Railway through
the station Jurga.

2.2. Kemerovo city development strategy
“Growth points” in Kemerovo for the period up
to 2025:
1) development of an integrated system of preserving and strengthening the health of Kemerovo population;
2) implementation of the import substitution policy;
3) development of an effective system of continuous education as a prerequisite for intellectual and scientific potential growth and skilled labor training;
4) development of small businesses, including venture (especially in the production of consumer goods,
and services for large enterprises);
5) development of a building complex as a generator of growth for economic sectors (production of innovative building materials, production of chemical industry, housing, construction of utility, engineering, transport and social infrastructure, and others);
6) development of recreational services sphere to
ensure modern forms of recreation, leisure, sports (“Sosnovy Bor” (Pine Forest) and other recreational areas);

Kemerovo city as a center of innovation development of the Kemerovo region is the most preferred
and perspective scenario while maintaining other areas of development, taking into consideration the general trend of the global transformation of the economy.
Nevertheless, various scenario of city development in
the long term are possible.

Implementation stages of the Kemerovo city
development concept of up to 2025:
1) 2007 - 2015 (step of inertial development of the
city) - preservation of common trends in the socio-economic development (according to the main indicators)
and at the same time systematic and continuous smoothing of negative trends and strengthening positive trends
by the end of the period;
2) 2016 - 2020 (step of breakthrough quantitative
growth) - elimination of negative trends in the socio-economic development (qualitative change of the situation),
a significant improvement in quality of life, strengthening the institutional environment for innovative development of Kemerovo city;
3) 2021 - 2025 (Phase of innovative quality growth)
- the actual transition to the operation and socio-economic development in the institutional environment of
the new economy based on information, innovation and
knowledge.
In the long term it is necessary to solve the following problems:
change the demographic situation; provide a qualitative leap in social standard of living;
ensure the availability and quality of health care,
social services, including high-tech;
revive the industry by giving it the innovative
quality;
provide favorable economic and financial conditions to foster innovation;
organize innovation centers as institutions of the

3.1. Investment policy
The main of investment policy directions of Kemerovo city Administration
reflected in the municipal program “Development of investment and innovation
in Kemerovo city in 2014 - 2016 years.”
The main objective of investment
policy - growth of investment in the city,
contributing to intensive development of
production sector, modernization of production, improving competitiveness of
manufactured goods and services, income
growth at population, businesses and municipal budget.
According to international experience and the Russian practice of creating the investment climate, the effectiveness of local government efforts is crucial
when investors choose placements of its
production and realize other direct investments. Investor should clearly understand where he is coming with the
project, how industry and territory develop what are problems and prospects
that investor may face while executing
the project.
3.2. Measures, committed
to increase investment potential
of Kemerovo city
Systematic work is managed with
municipal enterprises and organizations
that implement or plan to implement investment projects in Kemerovo city, in order to include them in the List of priority
investment projects in the Kemerovo region. Today there is an appropriate legal
framework in the region, which provides
a flexible system of state support. Investors and residents of Kuzbass Technopark can count on benefits for income taxes (decrease on 4.5 % of a point), business
property (100% exemption), reduction
in the rate of STS from 15 to 5%, as well
as interest rate subsidies on bank loans.
In 2013, a list of investment projects of
Kemerovo region included the project
of “Kemerovsky Molochny Kombinat”
(Kemerovo Milk Plant).
Establishment of industrial type
Favorable Economic Zone (FEZ) in the city
is under discussion. It can be located at the

territory of former soft roof factory (Zapadny proezd, 4).
On the FEZ territory it is supposed to
implement following investment projects:
- Recycling of paper waste in cardboard, pencils, moldings;
- Processing of polyethylene, polyethyleneterephthalate;
- Glass cullet recycling;
- Incineration of unprocessed waste
using modern, eco-friendly technology.
Implementation of these projects
will give impulse to the processing industry
development in the municipality and will
solve the whole range of issues: creation of
new workplaces, reducing the volume of solid waste disposal at the landfill, improving
environmental situation in the city.
The territory of FEZ is 25 hectares,
investments - 2.5 billion rubles. Implementation of these projects will create at least
800 new workplaces.

in the Kemerovo region. Interaction with
investors is led by the head of authority for
the Economic Development in Kemerovo
Administration S. A. Treyal. In accordance
with the order of Kemerovo Administration
from 02.02.2012 № 376 “On the investment
authorized person in Kemerovo” the main
objectives of the investment authorized person are to participate in determining priorities of investment development of the
city, facilitate provision of state support for
investment and innovation projects, the
provision consulting and methodological
support to economic entities.
In 2014, investment authorized person of Kemerovo city held 17 receptions, for
which 29 application of were received from
citizens, entrepreneurs, representatives of
other subjects of investment activity.

enabling environment for the investment projects implementation. According to results of the Council activity the
deadlines for reconciliation procedures and issuance of
permits were significantly reduced:
- Issuance of building permits, permits to put objects
into operation during construction, reconstruction, capital repair of objects for major construction work - from 10
to 7 days;
- Reception of documents, as well as the issuance of
the decision to transfer or refusal of transfer premises in
non-residential or non-residential premises in residential
- from 45 to 30 days.

In order to promote and assist in the implementation of investment projects in May 2014 the Administration of Kemerovo signed an agreement on cooperation with
the state public institution of Kemerovo region “Agency for
Investments Promotion and Protection”. In accordance
with the terms of the agreement and the Administration
of Kemerovo city and “Agency for Investments Promotion
and Protection “ will unite their efforts to create a policy to
support investment activities, will share information about
the investment projects planned for implementation in
Kemerovo city, as well as experiences and best practices in
the field of investment activities.

“ Agency for Investments Promotion
and Protection “ authorized to support
investment projects in the Kemerovo region in accordance with an order of the
Administration Board of Kemerovo region from 11.12.2013, № 964-r, provides
support for investment projects except for
projects involving creation or development
of small or micro-enterprises.
At the pre-investment stage agency offers the following types of support:
1. Assistance in search of “business
angels”, venture capital investments,
loans and other sources of investment
projects financing by sending formal proposals and participate in the presentation
of projects at individual meetings, forums,
exhibitions and other public events;
2. Written and oral advice on preparing a business plan, feasibility study,
presentations of project and other
materials necessary for fund raising,

At the stage of the investment project implementation agency offers the following types of support:
1. Written and oral advice or training procedure
to obtain state and municipal services, including
checking prepared applications, resupply, optimization of the original documents, the order and the list
of administrative procedures required for the project
implementation;
2. Forwarding requests on behalf of the investor
in the state authorities and local governments, as well
as natural monopolies to receipt information about services
or clarification or about shortening of the previously
filed requests (applications), and obtained results of applications processing;
3. Analysis of the process of services receiving
in state bodies, local government and in subjects
of natural monopolies; direction of applications to
the supervisory and regulatory authorities in the
event of unjustified refusal to provide services, or
non-compliant results of provided services to the
current legislation;
4. Monitoring (control) over the process of applications consideration in state and local authorities and in
subjects of natural monopolies, as well as in supervisory
and regulatory bodies;
5. Organization and conduction of meetings with
representatives of state authorities, local authorities and
natural monopolies on obtaining services for the investment project realization.
6. Assistance in the preparation of concession
agreements and documents for public-private partnership in the implementation of the investment project.

investment project initiator should send to the agency
director a free-form application. The application shall
specify the name of the project, the stage of its implementation, the necessary types (instruments) of support reported in section 2 of this Regulation, as well as
position, name of project manager, authorized to interact with the agency, and coordinates for feedback (postal
address, telephone, fax, e-mail).

and irrevocable basis to individual entrepreneurs and legal

Kemerovo on a competitive basis. Grantees may be the

as well as cultural and educational institutions.
To date, 260 thousand square
meters of housing are built and put into
operation, which are home to more than
6,000 people. Highway of the first category (9 km) constructed. There are modern centralized off-site and intra-site engineering infrastructure (electricity, gas,
water supply and drainage, fiber-optic
communication). Also there are modern
digital school for 432 pupils with a swimming pool and sports facilities, three kindergartens with a swimming pools with
240 seats each, territorial administration,
post office, general and medical practice,
children’s cultural and educational center,
police centre, sports center “Sport grad”,
city park, system of mini - parks, pleasure - park areas, shopping centers, shops,
cafes and restaurants, bank filial, medical
center. New workplaces are created. A system of public transport is organized. Small
and medium businesses are developing.
This project has been considered as
the best in the category “Best Project for
the integrated development of the territories” and awarded by the state award
“Award of development” on June 21,
2013 at the St. Petersburg International
Economic Forum.
By the end of 2014 about 45 thousand square meters of housing were put
into operation in Lesnaya Polyana.

Plans for 2015 - to put into operation 62 thousand square meters of individual and multi-apartment
housing. In 2015, in the district number 2 the construction of commercial buildings will begin. Retail and entertainment centre will appear here in the future.
2. Complete reconstruction of “Kemerovsky
Molochny Combinat” (Kemerovo Milk Plant)
At the moment “Kemerovsky Molochny Combinat” provides a comprehensive reconstruction - the
most ambitious since the construction of the plant
at the end of the 1960s. Reconstruction of the main
areas touched dairy processing. The project allowed
the company to increase production capacity and create conditions for production of competitive products
of socially important areas, meet market demand for
new kinds of world-class products and expand markets.
The new project of modernization has affected all
strategic areas of the plant, in particular, the “heart of
the company” - reception floor, which was not reconstructed since the construction of the plant in 1967,
and milk processing room, working on the equipment
mounted in the late 1980s.
Retooling reception floor allows receiving and
processing raw milk from the regional farms on new
high-tech equipment in conditions that meet international standards of the dairy industry.
For the processing of raw milk there were purchased and installed automated lines, which increased
the production capacity of the plant, improved energy efficiency of production and ensured a high level of
safe working conditions for personnel.
Simultaneously with the reconstruction of the
dairy plant the treatment facilities were built. They
meet international standards for the protection of the
environment from water pollution.
Currently “Kemerovsky Molochny Combinat”
produces a wide range of dairy products for the whole
territory of Siberia and the Far East: drinking milk,
dairy products, yogurt, sour cream, baby food.
3. Technical re-equipment of LLC “Kemerovsky
DSK” (with the installation of automatic lines in
the new plant floor for large-sized construction)
The first stage of “Kemerovo DSK” reconstruction was launched in September 2013, as a result - increased production by 2 times - up to 622.4 million
rubles in 2013. The second phase of automatic lines
installation in the new floor of large-sized construction was commissioned on 4th February 2014.
New production of large-sized panel construction was organized with the world’s best equipment.
It has no analogs beyond the Urals. New technologies will threefold increase production capacity - up to
200 thousand square meters of housing per year, will
help to build a European quality apartments cost from
30 thousand rubles per square meter.
The total investment for the project amounts to
more than 2 billion rubles, the number of workplaces
created - more than 500.
4. Commissioning of mine “Butovskaya”
LLC “Mine “Butovskaya” was commissioned
07/06/2013. The total investment amounted to 8.8 billion rubles. 564 thousand tons of coal was produced in
2013 by setting of 500 thousand tons.
In 2014 the targets for production was increased to
830 thousand tons of coal. It was mined 648.3 thousand
tons, or 78%, on 01/09/2014. 930 people were employed.
Capacity of 1.5 million tons of coal is planned in 2015.
5. Opening of a hypermarket “Lenta”
The hypermarket “Lenta” is located in Kemerovo city, on Leningradsky prospect, in a residential
area of the city. Hypermarket with a total area of 12,000
square meters is different from other hypermarket
represented in the Kuzbass. Aboveground parking for
450 parking spaces is located on the first level of the
store. Trading hall of 7,000 square meters is on the
second level. 40 cash registers are provided for purchases.
In “Lenta” it is represented 22,000 product items;
part of the product range is produced directly in the
hypermarket. In particular, it is possible to buy local
products: fresh-baked bread, cakes, meat products and
salads.

KEMEROVO INVESTMENT PASSPORT
6.1. Innovation vectors
Innovation scenario of Kemerovo city development
provides significant qualitative changes in the main indicators of socio-economic development. The logic of
innovation development scenario assumes an active
search, creation, deployment and diffusion of innovations in all sectors of the city economy. In Kemerovo city
there is a basis for selecting the innovative scenario, as
there are research institutes, educational institutions of
higher education with a wealth of research and promotional experience and potential (KemSU, KuzSTU, KemTIFP, KemSMA), laboratories at major enterprises in the
city, etc.
Existing capacity could lead to a substantial increase in added value in the city, as well as an increase in
the range and volume of food and industrial goods (consumer goods) production, focused on local markets. Introduction of resource-saving technologies will reduce
production costs and improve the competitiveness of
products of the city. Technological innovation will reduce the adverse impact on the environment and improve the ecological situation in the city. Education and
health - saving innovations will create conditions for the
full development of the individual and the formation of
a highly skilled workforce. Innovations in management
(including municipal) will increase the investment attractiveness of the city and the city enterprises.
An important stage in the implementation of city
innovative development is the beginning of commercial
replication of innovation, including in the form of knowledge, information, and technology.
6.2. Kuzbass technopark
Kuzbass technopark - the main regional organisation to facilitate the creation and development of
Kemerovo region innovative infrastructure. Expert
council works actively, it has reviewed 111 projects (till
12.01.2014). More than half of them are implemented in
the basic sectors of the regional economy, solving the
problems of development and introduction of new technologies in coal mining and processing, safety of miners,
energy and resources, the conservation of the natural environment.
In order to strengthen the support of small and
medium-sized enterprises from among the entities of
investment, innovation and production activities the
“Center of innovation”, Center for Cluster Development and the Regional Center for Engineering were
established in the structure of the Kuzbass Technopark.
“Center of innovation” main objective - organization and coordination of work with the Foundation for
Assistance to Small Innovative Enterprises in science
and technology to provide direct financial, informational

and other assistance to small innovative enterprises implementing projects for development of new types of
high technology products and technologies based on
intellectual property owned to these enterprises.
Activities of the Center of cluster development
aims to support developing and newly established small
and medium-sized enterprises - participants of territorial
innovation clusters of Kemerovo region, the formation
of a permanent site for joint cluster projects for SMEs.
The purpose of the Regional Center for Engineering - increasing technological readiness of small and
medium-sized businesses through the development
(design) technological and technical processes and providing solutions to design, engineering, technological,
organizational and promotional problems arising from
small and medium-sized businesses.
Innovators support is done in several ways:
attracting research and design organizations to
support the project;
a business plan design;
searching financial investment;
providing needs for qualified staff for project
implementation;
providing space requirements (office, industrial),
land, etc.
Participants of projects in cooperation with
OJSC “Kuzbass technopark” are able to use its
infrastructure and service support (expert assessment of innovative projects, data support for technology innovation to attract investors, provision of
office, laboratory and production space under reduced rates).
6.3. Competition “The Best Urban
Innovation Project”
The competition is held since 2009, and it has already 311 participating projects in various fields: health
care, manufacturing, transportation, energy. This data
points to the fact of great interest in the urban community to innovative development of the city.
73 applications were filed in 2014 to participate in
the competition with the largest number of social orientation projects (54 projects).
Competition winners’ announcement was held in
the Kuzbass Technopark in the “Week of innovation.” All
competitors received diplomas for their active participation and the winners were presented with certificates
and cash awards winners.
The particular interest of the competition committee was attracted to the project “Technology of snow utilization in Kemerovo” (author - Ilyinykh Galina), which
was awarded the 1st place.
Project goal: to offer a constructive solution to the
Kemerovo city ecological situation in winter through the
introduction of snow utilization technology. This project will solve the problems of crude melt water release
in ponds, will provide efficiency of works and minimize
transport costs for snow removal.
