Software Application for monitoring of
activities at Registration Centre
Government of Odisha has developed a web based application for day-to-day
monitoring of activities of Registration Centre wherein each districts shall be
provided with a User Name & Password to access the application. The nodal
officer identified by district is responsible for entering the details such as Name
of the Centre, Location of the Centre of the entire registration centre established in ULB/Block of the district. Further, the nodal officer shall map the details of functionaries such as Name,Mobile No, Email ID et cog Verifying and
Nodal Officials assigned to each registration Centre. The application shall provide the MIS to state level & district level user for day-to-day management &
monitoring of RCs and functionaries.
The URL and the user manual of the application shall be available in e-Bitaran
section of foododishaportal (www.foododisha.in) of FS & CW Department..
The UID & password shall be communicated to each district user individually by
FS & CW department in due course of time.

Scope of Work of the Vendor assigned to the district
The vendor shall 1.
Set up Central Digitization Centres and teams at District Level. The vendor has to arrange space for setting up temporary working office in districts for project duration. It has
to arrange all necessary facilities including, but not limited to, power back up, connectivity back-up, water, cleaner, computers, printers & other hardware at his own

Organize and use their own infrastructure like Hardware, Manpower including Data Entry Operator (DEOs). The number of DEOs should be at least equal to the highest
number of Registration Centres proposed to be taken up during any of the four segments
in the District. (Ideally, there will be a registration centre at each GP level in rural area and
at ward level ,@ 1 centre per 5000 population, in urban area)
3.
Be responsible to collect the registration forms and application forms (received from the
citizens) to be digitized from Blocks/ULBs offices in the district or any other office which
may be located in the district and bring it to the centralized digitization centre set up in the
District. While collecting the forms [the vendor shall enter in register details of the documents collected]. After collection of documents by the vendor, it would be the responsibility of the vendors to maintain and return the documents in their original form to the ULB/
Block offices. No copies should be made or kept by the vendor. Any damage to the documents collected shall make the vendor liable for the same. The vendor will carefully unfold and flatten the documents to eliminate creases and wrinkles. The vendor shall take
extreme care towards handling of application forms so that their date wise chronology is
not disturbed

Search NPR IDs for the families on the basis of registration forms received from the
citizens (this task has to be undertaken before digitization of application forms). The
vendor has to engage exclusive resource to search NPR IDs and ensure the NPR search
is achieved for at least 50% of families. The vendor should ensure that each application
is at least tried once for search of NPR ID. FSCW Department through its technical
vendor shall provide the Registration centre wise credentials (User ID & Password) to
the selected bidder for searching of NPR ID, digitization of application forms and reporting.
5.
Formulate the Data Digitization Strategy which will also include internal quality assurance mechanism and data security. This will be reviewed and signed-off by District Level
Digitization Team (DLDT)/Department prior to commencement of data digitization
6.
Digitize all applications received from the citizens for Ration Card under National Food
Security Act.
7.
Use the software developed by the FS & CW Department though its technical partner.
They have to do the work of digitization using web-based software only. The human
resources identified by the empanelled vendor shall undergo the training for the data

entry software provided by the Department. The vendor has to provide comprehensive
hands- on training in live environment to the Data Entry Operators hired by them

Enter the readable/available data into the database in Odia. Entries shall also be made in
English wherever required

Incorporate all comments and suggestions of DLDT/Department in the Data Digitization
Strategy.

Ensure proper use and safe return of the documents (Registration form and Application
form). Digitization of any application form not provided officially would result in strict departmental action by the authority against the Bidders/agencies. The vendor should take
good care of all papers and will be responsible for security of the record from time of
receipt to time of delivery. The vendor has to complete the work within the agreed timeline.
11.
Generate appropriate control reports before and after digitization to ensure accuracy and
completeness of the data.

Conduct the quality checks (99% data accuracy), and verify the completeness and accuracy of the digitized data as reported in the application forms. However, DLDT/Block Level
Digitisation Team (BLDT) and Department may, at its will, verify the test results provided
by bidder.
13.
Print acknowledgement slips for the applications received. The vendor has to rectify the
mistakes pointed out by the applicant in acknowledgement slips (wherever required). The
images of acknowledgement slips shall be generated by the technology vendor selected
by FSCW Department. The vendor should hand over the acknowledgement slips arranged
Registration Centre (RC) wise to the Block/ULB of fices f or each RC. The
Acknowledgement slips for a RC are to be arranged as per Form No/Registration Number. All corrections as requested by applicant in the Acknowledgement slip are to be done
in 7 days of distribution (as far as possible).
14.
Print Draft Priority List in duplicate for each GP, and Blocks/ ward and ULBs and hand
over to the Block/ULB offices. This is to be done within 7 days of completion of
Acknowledgement Slip Distribution.
15.
Print ration cards for eligible families and get them laminated. The vendor shall deliver
the ration cards at the District level. But the packets should be sorted by GPs for Blocks
and by Wards for ULBs. The vendor would either be able to generate the PDF image of
the Ration Card from an application developed by GoO or shall be provided with softcopy/
Image to print the Ration Cards. The vendor shall carry out the printing of Ration Cards at
a secured location in each district HQ and deliver it there sorted and packaged by GPs
and wards. The specification details of the ration card to be printed are as per the following specifications. AAY Ration Cards will be printed .on Red Colour paper and Priority HH
Ration Cards would be on white paper.
16.
Run One registration and digitization centre in each Block/ULB offices for 2 months after
completion of ward/GP level collection of forms.

Panchayat-wise list of Draft Priority List (DPL) has been generated for Bhubaneswar Block

in the public domain www.foododisha.in under National Food Security Act'2013 link. An

2. Two copies are being made available to you for the following purpose:

Sir,
I am directed to inform you that following the receipt of application forms received from eligible families
in Bhubaneswar Municipal Corporation and Bhubaneswar Block and their digitization, an applicant database
has been created. This applicant database has been compared with the integrated list created by mapping
the NPR database with the secondary database related to 4 exclusion criteria like CESU, Vehicle ownership, Pay & Pensions of DTI.
2. At the end of the exercise, two suspect lists have been generated. These are:

List of suspect families-I : those who are covered under Exclusion criteria but have applied

List of suspect families-II: those who know that they are covered under Exclusion criteria but are
claiming to be covered under Auto inclusion criteria.
Both the lists are available under the National Food Security Act'2013 link in the homepage of
www.foododisha.in . The same is to be down loaded and handed over to the BMC and Bhubaneswar Block
authorities for physical verification.
3. The Commissioner, BMC and the BDO, Bhubaneswar Block are required to nominate suitable number
of Government functionaries to physically verify these two suspect lists within two weeks. Copies of the
detailed guidelines related to the processes of verification of each type of suspect list are attached for
information and guidance.
This is a time bound activity and need to be completed within 2 weeks. The corrected lists are to be
handed over to the Vendor for incorporation of the recommended changes in the database under intimation to
the undersigned.

Sir,
I am directed to say that following the receipt of application forms received from eligible
families and digitization in Bhubaneswar Municipal Corporation and Bhubaneswar Block, a
list of families who have claimed to have AAY ration cards and have applied for new Ration
Cards has been generated. This list of families is to be verified with respect to available
records to check whether they are actually AAY beneficiaries.
2. It may be noted that Antodaya Anna Yojana beneficiaries would be getting a fixed quantity of
35kg of rice per month irrespective of number of family members under National Food
Security Act'2013.
3. The FPS-wise list of such AAY families have been uploaded in this website www.foododisha.in.
The same is to be downloaded and handed over to the concerned Inspector of Supplies/
Marketing Inspectors/ACSO for verification by comparing with the records available in Block/
ULB office. A copy of the detailed guidelines related to the process of verification of the AAY
list is enclosed for your information and guidance.
This is a time bound activity and need to be completed within two weeks from the date of
receipt of this letter. The corrected list is to be handed over to the Vendor M/s Mastek Ltd,
for incorporation of the recommended changes in the database under intimation to the
undersigned. Any clarification on the issue may be sought from the undersigned.
This may be treated as Most Urgent.

NOTIFICATION
The 17th July, 2014

In exercise of the powers conferred by
Sub Section (I) of Section 10 of National Food Security Act (NFSA), 2013, Government of
Odisha, after careful consideration, have been pleased to approve the following eight
Exclusion Criteria and five Auto Inclusion Criteria for identification of Priority Households
and Antyodaya Anna Yojana households to be covered under Targeted Public Distribution
System under the Act. Household which fulfils any of the following eight criteria would be
excluded from being a beneficiary under NFSA, 2013.
Eight (8) Exclusion Criteria:
1. Household having a member who owns motorized Three Wheeler (two or
more)/ a Four Wheeler/ a Heavy Vehicle / a Fishing Boat (which require
registration).
2. Household having a member who owns mechanized agricultural equipment
such as Tractors & Harvesters.
3. Households with any member working as a regular employee of Central
Government, State Government, Public Sector Undertakings, Government
aided autonomous bodies and local bodies (Incentive and honorarium based
workers would not be considered under this criterion). Households having a
member working in private sector with monthly salary of more than Rs.10,000/in Rural areas and Rs.15,000/- in Urban areas shall also be excluded from
NFSA.
4. Households with Enterprises (other than micro-enterprises) registered with the
Government for manufacturing and services.

5. Households with any member in the family earning more than Rs.10,000/- per
month in the Rural and Rs.15,000/- per month for Urban areas.
6. Households with any member paying Income Tax or Professional Tax.
7. Households having domestic electric connection with a load of 2 KW or more
and/or consuming an average of 300 units of energy (KWH) per month.
(average over one year)
8. Households having a member with monthly pension of more than Rs.10,000/per month in Rural areas and Rs.15,000/- per month in Urban areas.
Five (5) Auto Inclusion Criteria:
Household which fulfils any of the following five criteria would be covered as a
beneficiary under NFSA, 2013.
1. Households without shelter.
2. Household with Destitute who is living on alms.
3. All households of Primitive Tribal Groups.
4. Households having a Widow pension holder under Central Govt. or State Govt.
Scheme.
5. Household having a person with disabilities of 40% or more.
