Kharkiv FEATURES STATE INFORMATION POLICY IN THE DEVELOPED WORLD In today's world, a characteristic feature of which is the rapid development of information technology and the production of information critical to the social and political life of each country has the state information policy, which is a specific type of public administration regulation of information relations. Summarize the main approaches and identify common principles and directions of the State Information Policy in the developed world. In recent years, Western countries have issued a large number of works devoted to the analysis of the state's role in the sharing of information resources, protection of national information space, establishing communication in the information field of information and communication technologies. Particular attention of scientists cause problems formulation and implementation of information strategies of the state in the rapid development of the information society. Interest in this issue is caused by such circumstances. 1. mediation of social networks, people increasingly communicate with each other, bypassing the state and involved, and state control. 2. IT field is a factor of social life, and the Internet is increasingly affecting the state of political, economic, social and other spheres of public life. 3. At the turn of the century and the millennium in modern states largely unchanged structural dominant sector and the media. 4. All the more acute competition between different social and political actors in the information space. These trends led to the need to review the strategy and tactics of the most developed countries in the information field. That is why the main content of the information policy in developed countries account for systematic action of public authorities for the improvement of information relations. Among the main ones being the following: the development of e-government and e-state, modernization of information legislation, protect its information space and countering information aggression by other states, the fight against cybercrime. Also established a complete system emergency management, which includes mitigation programs, critical infrastructure protection, information security, information sharing between ministries and agencies, agreements with international partners and the private sector protection information. The generalization of international experience to determine priority areas such implementing state information policy in Ukraine: – modernization of infrastructure of national information space of Ukraine; – introduction of e-governance; computerization of the state apparatus and process of preparation and adoption of the most important socially significant management decisions; creation of electronic databases, corporate and political and administrative systems; – harmonization of national standards and norms in the area of information with international standards; – development of information security Ukraine, including improving the forms, methods and tools for identifying, assessing and predicting threats to information security of Ukraine, as well as systems to counter those threats; – expansion of cooperation with international bodies and organizations to combat cybercrime; – providing conditions for active participation of Ukraine in the creation and use of global information networks and systems; – improving the information culture of citizens; – a unified system of training in the field of information security and information technology.
