Title: M&E and Knowledge Management Specialist, Education and
Peacebuilding
PURPOSE OF POST:
REPORTS TO: Education Specialist, Peacebuilding
Under the direct supervision of the L4 Education Specialist
(Peacebuilding), the incumbent leads knowledge management and
M&E activities for the Education and Peacebuilding programme at
regional level, providing support to Country Offices.

MAIN DUTIES/RESPONSIBILITIES:
QUALIFICTAIONS AND COMPETENCIES:
Monitoring:
 Ensure that Country Offices apply and record the actionreflection methodology as an integral part of their monitoring
process.
 Provide support to COs in designing, conducting and
operationalizing baselines that allow reporting against key
performance indicators in the Global Results Framework.
 Provide support to COs in developing case studies that will
feed into the Global Results Framework in timely manner.
 Lead on monitoring for the PBEA activities implemented at
regional level
Communication and reporting:

Gather and share information needed for reporting against
Global Results Framework in a timely manner and ensure
regional and country level reports include information on
progress against set outcomes and outputs.

Establish appropriate and timely communication mechanism
that allows for timely and accurate reporting from partners and
field offices up to country offices and to regional office.

Verify accuracy, timeliness and appropriateness of education
and peacebuilding information in overall reports

Liaise with and keep maintain regular communication with the
Programme Management Team on issues related to M&E and
KM.
Knowledge Management:

Ensure exchange of knowledge, information, lessons learned
between countries in the region

Provide reflections and contributions to the Education and
Peacebuilding M&E manual

Ensure that all UNICEF education staff and relevant
stakeholders in the Education and Peacebuilding Programme
and other interest groups have ready access to learning and
data from WCARO programme countries and region needed
for policy development, programme implementation and
achievement of programme outcomes.

Facilitate the sharing of evidence and documentation that is
relevant for external communication and public advocacy
between country teams in the region;

Organize regional knowledge sharing and dissemination
events.

Maintain a comprehensive database of reports, good
practices, lessons, policy and programme innovations on
education and peacebuilding, including strategy documents
from partners and donors, tools for conflict analysis, casestudies, etc.
(1) Education: Advanced university degree in Social
Sciences, with a major concentration in statistics,
monitoring and evaluation or project management.
(2) Work Experience: 5 years progressively responsible
professional work experience at the national and
international levels in programme management,
monitoring and evaluation, baseline establishment,
preferably in the context of peacebuilding.
Demonstrated experience in designing and
operationalizing M&E plans is essential. Experience
working with and developing materials for programmes
that involve participative learning methods such as onthe-job training and mentoring are highly desirable.
Experience in West- and Central Africa is desirable.
Experience in UNICEF or other UN agency or large
(I)NGO, would be an asset.
(3) Languages: Fluency in French and English, written and
spoken. Ability to write reports in clear and readable
language.
(4) Competencies:






government leaders and stakeholders.

Identifies urgent and potentially risky decisions and acts
on them promptly.

Negotiates effectively by exploring a range of
possibilities.

Evidence building:

Coordinate research and evidence building activities, and
ensure research findings on education and peacebuilding are
largely disseminated.

Ensure the evidence gathered under the PBEA programme
feeds into broader frameworks and contributes to and builds
upon UNICEF M&E mechanisms, including the MoRes and
level 3 monitoring system.



Demonstrates detailed and comprehensive knowledge of
M&E and Peacebuilding area; maintains a
comprehensive knowledge of related external issues and
knows about research and upcoming developments.
Demonstrates ability to work effectively with Government
counterparts, work colleagues, UN agencies (I)NGOS
and other partners under stressful situations.
Shows willingness to travel and work under difficult
conditions.
Evaluation:

Support, facilitate and participate in PBEA evaluation
exercises, and where feasible ensuring that recommendations
are fed back into country level PBEA programmes.
Field missions:

Upon specific request from the country offices, undertake
technical assistance / surge capacity missions to complete
discrete M&E and KM specific products.
Other:

Undertake as a member of the Education Section, any other
duties as assigned by the Regional Education
Specialist/Peacebuilding and the Regional Education Adviser.
