1. Topic of the Competitive Selection
Develop power generators/converters for low grade heat sources such as the exhaust fumes of gas
turbines and the low grade heat generated by other industrial equipment.
2. Organisers of the Competitive Selection
The Competitive Selection is held by the Foundation jointly with its partners in holding the Competitive
Selection (hereinafter referred to as “the Partners”) — Gazprom, Gazpromneft, TNK-BP, Rusatom
Overseas, INTER RAO UES
3. Pre-conditions for initiating a Competitive Selection on the outlined topic
The vast majority of industrial production processes generate low grade heat which is simply
wasted.
There has not been enough research in possible uses of low grade heat, especially low grade heat
of gas turbine exhaust fumes. Low grade heat may have a lot of economic potential for large industrial
companies.

In the future the harnessing of low grade heat can increase the efficiency of power generation and
production processes.
4. Competitive Selection Goals
The main goals of the Competitive Selection for a Research and Design Project concept (hereinafter
referred to as 'the Concept') on ‘Development of energy generation technologies using industrial low
potential heat sources’ are:

using the Competitive Selection Participant’s intellectual resources for solving pressing energy
and energy-efficiency issues;

stimulating innovators via quality projects to becoming integrated in the Skolkovo ecosystem;

stimulating research on the part of Russian and foreign innovative companies on topics demanded
by the market ;

attracting Key Partners for the Foundation for coordination with Project Participants;

attracting Competitive Selection Participants into the Skolkovo ecosystem;

Taking the Competitive Selection Winner and Project Participant onto the -Russian and
international markets;

covering the Foundation’s and Project Participants’ activities.
5. Requirements for the Research and Design Concept
5.1.
The Concept should include:
•
Technical documentation for a process of using low grade heat;
•
A laboratory low grade heat conversion unit implementing the key stages of the process of
converting low grade heat into electric power.
5.2.
•
Expected concept implementation results:
A low grade heat power generator/converter should be capable of generating electric power
from low grade heat;
•
The solution must offer competitive advantages over solutions currently available on the
market;
•
The solution must offer economic benefits for using low grade heat;
•
The solution must not require significant changes to existing production processes.

6. Deadlines and procedure for holding the Competitive Selection.
6.1. The terms for holding the Competitive Selection are posted along with this Provision on
www.sk.ru.
6.2. The Competitive Selection is held according to the following schedule:

6.3. The Foundation reserves the right to cancel, complete, change or freeze the Competitive
Selection in addition to any other conditions outlined in this Provision at any time and for any reason
without bearing any liability before Participants or other parties.
6.4.The Foundation has the right to request any additional documents and/or information relating to
the Application from the Participant during any stage of the Competitive Selection.
6.5.The Competitive Selection is not a public competitive selection within the meaning provided by
article 1057 of the Russian Civil Code.

7.
Project Participants and Teams
7.1. Competitive Selection participants may be individuals, groups of individuals or legal entities
whose Concepts have been approved by expert opinion in accordance with the requirements outlined in
‘Provisions on gaining and losing project participant status for creating and ensuring the Skolkovo
innovative

7.2. The Team leader who is responsible for all necessary communication with the Foundation
should be specified in the Participant Application.
7.3.The following people are not allowed to take part in the Competitive Selection cannot be
Project Team Members):
7.3.1.Foundation employees or individuals signing contractor agreements (for paid services),
employees from the Foundation’s sister companies and Competitive Selection Partners;
7.3.2.Family members of individuals mentioned in sub-clause 7.3.1;
7.3.3.Individuals taking part in preparing and conducting the Competitive Selection and evaluating
the Applications.
8. Procedure for passing preliminary expert examination on obtaining Skolkovo project status
8.1. The procedure is regulated by the ‘Provision on gaining and losing project participant status
for creating and ensuring the Skolkovo innovative centre functioning’ and is available on the Skolkovo
Foundation site in the For Innovators section http://www.sk.ru/ru-RU/GetInvolved/Innovator.aspx
9. Requirements for documents to be submitted for the Competitive Selection
9.1.The list of documents to be submitted as an Application for the Concept Competitive Selection:




Declaration on taking part in the Competitive Selection on the form in Attachment 1;
Concept presentation (in MS Office Power Point) in accordance with the sample presentation in
Attachment 2;
The project budget estimate in accordance with the template on http://www.sk.ru/ruRU/GetInvolved/Innovator.aspx, in the ‘Downloadable templates’ section;
Resumes of key project team members. The team should include professionals with necessary
knowledge and experience for successfully implementing the Concept.


9.2. Documents are to be sent to the Foundation at [email protected]
9.3.The Foundation reserves the right to request any additional information during any phase of the
Competitive Selection from the Participants.
9.4.The Foundation evaluates whether or not the Applications meet formal requirements including
filling out the documents in full and whether the Application’s contents comply with the Competitive
Selections topic. Applications on participating in the Competitive Selection which do not meet the formal
requirements established by this Provision are rejected and not considered further.
9.5. Documents listed in sub-clause 6.1 considered to be in line with the Competitive Selection
requirements are sent by the Foundation to the Selection Committee.
10. Selection Committee
10.1. The Selection Committee members are approved by an order issued by the Executive Director
of the Foundation’s Energy-Efficient Technology Cluster.
10.2. The Selection Committee’s duties include determining the Competitive Selection Winner.
Each application is evaluated by each Committee member (except for the cases provided by sub-clause
10.4 of this Provision).
10.3.When considering Applications each Committee member fills out an evaluation rubric for
each of the submitted Applications and sends it to the Foundation no later than the day when the
Application evaluation period ends.
10.4. A Selection Committee member who is an interested party regarding a Participant must tell
the Foundation about this by noting it in his/her rubric for evaluating that Participant’s Application and
must refrain from evaluating this Application.
10.5. An interested party is one who obtains or may obtain profit in connection with evaluating the
Participant’s application.
10.6. Committee members may request additional information (through the Foundation) necessary
for evaluating the Concept.
10.7. The evaluation process by Committee members may take place (based on the Foundation’s
decision) in person or not, including inviting Selection Committee Participants for a meeting during
which they will present their Applications.
10.8. Committee members evaluate Participant Applications free of charge.
11. Competitive Selection Partners
11.1. Any Russian or foreign individuals and organisations receiving Partner status based on a
decision made by the Foundation may be Partners for conducting the Competitive Selection.
11.2.The number of Partners may increase during the Competitive Selection.

11.3. Partners have the right to: take part in the Competitive Selection Committee, give worthy
Applications incentive prizes (only after the Committee declares the Winner) and take part in public
campaigns accompanying the Competitive Selection.
12. Procedure for evaluating Participant Applications
12.1. The criteria for evaluating Participant Applications (when determining the winner) are the
following:
12.1.1.Sufficient information submitted about the project. If, according to the Committee, the
amount of information is not sufficient it can decide to stop considering the Participant’s Application.
12.1.2. Meeting the Competitive Selection topic. If, according to the Committee, the submitted
application does not comply with the selection process topic or its individual requirements the Committee
may decide to stop considering the Participant’s Application. However, the Committee has the right to
continue considering the Application given the project complies with the Competitive Selection topic, but
it doesn’t fully comply with all the Competitive Selection requirements.
12.1.3. Consumer attributes for the product developed under the project (on a scale of 1-5).
12.1.4.Concept innovativeness (on a scale of 1-5).
12.1.5.Probability of achieving the project indices taking into consideration the requirements
outlined in this Provision (on a scale of 1-5).
12.1.6. Project commercialisation prospects upon achieving the project indices (on a scale of 1-5).
12.1.7. Project team: how much team member competence complies with the offered technical
solution and planned commercialisation scheme (on a scale of 1-5).
12.2. When conducting the Competitive Selection the Committee reserves the right not to declare a
winner.

13. Competitive Selection Results
13.1. Upon concluding the Competitive Selection:
13.1.1. The Competitive Selection winner receives a Certificate of Merit recognizing it won;
13.1.2. The Competitive Selection winner has the right given the Winner (its legal entity) has
received the Skolkovo participant status to call upon the Foundation for grant support totaling up to
5,000,000 (five million) rubles for implementing an innovative project or part of it in accordance with the
Concept outlined during the Competitive Selection and in accordance with the Foundation requirements
and procedures. If the Grant Application filed complies with the Grant Policies and other Foundation
regulatory documents then the Foundation makes a decision regarding providing the Competitive
Selection Winner grant support.
13.1.3. Competitive Selection Partners have the right (if they wish) to provide additional financial
or other support for the Competitive Selection Winner and Participants.
13.2. Claims on rejected Applications are not accepted.
14. Competitive Selection Participant Obligations
14.1. The Participant is obligated to submit the declared project based on its developed Concept to
the Skolkovo Foundation for obtaining Skolkovo Participant status;
14.2. Information submitted on the Application should be complete, precise and true;
14.3.No Application should violate any third party’s or legal entity’s rights including intellectual
property rights (as defined below), reputation protection rights, personal privacy, discredit provisions,
false representation, misappropriation and confidentiality, in addition to other rights ensuing from this
contract and other rights. If there are any violations the Foundation has the right to refuse to consider the
Participant’s Application;
14.4.Overall the Application is the Participant’s original work and it has all the necessary rights,
licenses, permits and permission for submitting the Application and transferring all other rights provided
in accordance with this document.

Competitive Selection and its attached documents to be disclosed to the Foundation.
The purpose for using this information is the consideration of the application by the Committee,
its evaluation and determining the Competitive Selection Winner.
The people to whom the Foundation has the right to disclose this information include experts
approved by the Foundation’s Order on forming a list of experts, translators, hired Foundation consultants
and Committee members approved by the Executive Director of the Foundation’s Energy Efficient
Technology Cluster.
